One of the places I've had most success finding cheap DVDs over the years is eBay. The quantity of DVDs available is huge and the prices are usually very low compared with retail stores.

So far, eBay is the place where I have found the biggest regular savings on DVDs on the Internet. You can easily save up to 40% on the latest titles and up to 70% on older releases and they have a very wide selection to choose from. If there's something in paticular you're looking for, then it's probably at eBay.
Amazon is the "Granddaddy" of them all when it comes to on-line shopping, especially for Cheap priced DVDs.
They probably have the largest selection of DVD movies available anywhere on the planet, and it's always good to deal with a business you know you can trust.
If you spend over a certain amount you get FREE shipping (something they call Super Saver Shipping) which is important if you're comparing the price with another movie you've seen on eBay.
